I think the only difference is the content the White Steel one will have different "White" specific themes rather than the grey one, having said that, the white theme is on my Grey Steel one!

Its more likely that its branded, do you have the 110 firmware on your White one?

Seems I got the answer from a private forum... Nokia apparently restricts the downloading to a single product code per country at a time, so as not to overload their servers. So 0561091 users can currently download the 103 MB update, and others will come afterwards, once the server load will have decreased. So hopefully just a few days of patience (same holds for some German codes)!

Is this firmware worthy enought to install and  lose the ability to install unsigned apps?
